Communication issues with utility meters are commonly caused by phone infrastructure changes, VoIP conversions, damaged cabling, shared lines, or incompatible line configurations.

Check whether the phone number is active, the bill is current, cabling is connected at the meter and demarcation point, and whether the line is shared or was recently changed. A phone provider technician may need to physically restore dial tone at the meter.
Confirm whether the line was changed from analog to VoIP, whether the VoIP line is configured for data/fax use, and whether firewalls, SBCs, or transcoding are affecting modem tones or call signaling.
Where applicable, lines may need to support G.711 uncompressed, 20 ms packet size, and modem-friendly settings to support legacy meter communications.
